About Director ZEB
Sumbel (also known as Susan by many of her colleagues and friends) is a North Texas native, growing up in Greenville, TX, where her father still practices as a Cardiologist. Her family moved to Rockwall, TX, where she completed High School. Sumbel graduated from Southern Methodist University, where she completed a B.A. in Political Science.
Sumbel was interested in a career in public service, so she continued her education by studying Public Administration, Political Science, and Journalism at the University of North Texas while pursuing her Masters of Science degree. This is where she learned the ins and outs of managing and running local government and non-profits here in Texas.
Sumbel has worked in government, non-profit development, and business development, including working for the United States House of Representatives for Congresswoman Eddie Bernice Johnson. Her expertise is in fundraising and helping organizations grow.
After getting married to her husband Vick, they were excited to move to Collin County, where they knew some of the best public schools in North Texas exists. After living in Plano, Sumbel and her family decided to make the McKinney/Princeton area their home, where Director Zeb also serves on the Princeton Home Rule Charter Committee.
Sumbel has been serving as Board of Director on the Collin Central Appraisal District for 2 years now. She is one of the first elected Directors in the history of the CCAD. During her term, she’s overseen unprecedented growth, development, and change at the CCAD. The CCAD is part of a complicated system that helps determine property owner’s tax rates and property appraisals.
The Position
Last legislative session, Texas voters approved an amendment to the state constitution giving appraisal districts with populations of 75,000 or more three elected seats on those board of directors. That includes the Collin Central Appraisal District.
In addition to the 5 appointed Board of Directors, Collin Central Appraisal District now has 3 elected at large. 3 people will be elected November 3, 2026. These are county-wide positions.
That includes the Collin Central Appraisal District (CCAD).
Board members are not involved in setting property values or hearing appeals. Board members appoint the chief appraiser, adopt the annual budget and biennial reappraisal plan, approve litigation settlements, and approve contract services.
